Why Do We Have The Phonetic Alphabet Why Don't Police/EMS/etc Use The Military Phonetic Alphabet?

Why don't police/EMS/etc use the military phonetic alphabet? - why do we have the phonetic alphabet

I know there are many police and EMS people, who are ex-military and are familiar with the military phonetic alphabet. Why did not the civilian groups with that? Alpha, Bravo vs. Adam, Brian, etc.

Some others do not.

The phonetic alphabet is used by the police, easier to remember. This is the main reason it is used.

Because it is unconstitutional for militarized groups of ordinary citizens for various reasons. U.S. n = police state.
